RUMC Announces 3 New Members of Senior Management Team to Serve Staten Island Community

Elizabeth Wolff MD, MPA named Senior Vice President of Care Transformation, Quality, and IT

Brian S. Moody, Esq. named Vice President of Legal Affairs

William J. Smith, MBA named Director of Public Relations


Staten Island, NY ― Richmond University Medical Center (RUMC) President and CEO Daniel J. Messina, Ph.D., LNHA, FACHE today announced 3 new additions to the management team serving the Staten Island community:  Elizabeth Wolff MD, MPA has been named Senior Vice President of Care Transformation, Quality, and IT, Brian S. Moody, Esq. as Vice President of Legal Affairs and Risk Management and William J. Smith, MBA as Director of Public Relations.

“Since joining RUMC last April, a major priority of mine has been to build on the exceptional team in place and help further our operational performance by attracting top talent in vacant slots,” stated Dr. Messina. “The addition of these extraordinary professionals, Elizabeth, Brian and Bill, to an already strong management team, will go a long way to our goal of providing exceptional patient care to the people of Staten Island and strengthening our organization internally and cementing our bond with the community.”

Elizabeth Wolff, MD, MPA joins RUMC as the Senior Vice President of Care Transformation, Quality, and IT. She will oversee these areas and serve as the medical lead for our Accountable Care Organization (ACO) and the liaison for Delivery System Reform Incentive Payment (DSRIP), New York State's Medicaid redesign. Most recently Dr. Wolff was the Associate Medical Director of Pinnacle Health Medical Group, a 160 provider multi-specialty group in Central Pennsylvania. She has a diverse background having previously served as Executive Director in the New York City Department of Health and Mental Hygiene and the medical director of a federally-qualified health center, which was also a family medicine residency training site, in lower Manhattan. Dr. Wolff graduated magna cum laude from the College of William and Mary. Additionally, she received her medical degree from Weill Cornell Medical College and her MPA from NYU Wagner in Health Policy.

Brian S. Moody, Esq. joins RUMC as the Vice President of Legal Affairs and Risk Management.  He will oversee these areas, as well as the hospital’s corporate compliance initiatives.  Mr. Moody has more than a decade of experience representing healthcare facilities and professionals in various areas of litigation and regulatory matters.  Following his career as an Assistant District Attorney in Brooklyn, he worked as a trial attorney and partner for several law firms specializing in healthcare litigation.  Throughout his career, Mr. Moody has worked closely with hospital risk management to develop best practices, and has lectured on related topics.  This includes at RUMC where for the past 6 years he has worked closely with the hospital’s staff and administration on various matters.  Mr. Moody graduated from Fayetteville State University with a BS in Economics, and received his Juris Doctor from North Carolina Central University School of Law.  He is admitted to the New York State Bar, as well as the United States District Court for the Eastern and Southern Districts of New York.

William J. Smith, MBA joins RUMC as the Director of Public Relations where he will oversee media relations, marketing and community outreach. Most recently he served as a senior spokesman for NJ TRANSIT, the nation’s third largest public transportation system, where he guided communications efforts with local and national media during weather emergencies and service disruptions, Superstorm Sandy recovery and Super Bowl 48. A native Staten Islander, Mr. Smith has served in high-level positions for a number of elected officials including 7 years as Communications Director for then-Richmond County District Attorney Dan Donovan where he served as spokesman and spearheaded public outreach programs targeting crimes such as drunk driving, domestic violence and sexual predators. He graduated from Wagner College with a BA in Political Science and later earned an MBA in Management from the same institution.
